CONSTITUTION AND BY-LAWS
of the
GREATER CLEVELAND COUNCIL OF TEACHERS OF MATHEMATICS
as suggested by the Constitution Committee, September, 1997
as a revision of the Constitution of 1970

CONSTITUTION

Article I            Name

The name of this organization shall be the Greater Cleveland Council of Teachers of Mathematics:  herein referred to as GCCTM.

Article II          Purpose

Section 1.        To encourage an active interest in the teaching and learning of mathematics and to work toward the improvement of mathematics education in Greater Cleveland.

Section 2.        To provide opportunities for professional growth in mathematics education at all levels.

Article III         Membership

                        All persons interested in the purposes of GCCTM shall be eligible for membership.

 Article IV         Officers

Section 1.         The officers, who shall be members of GCCTM, consist of a President, Executive Vice-President, President-Elect or Past President, Secretary, Treasurer, and the District Directors.

 Section 2.        One member shall be elected biannually to serve one year as President-Elect, the two succeeding years as President, and a final year as Past President.  A President cannot serve two successive terms.

                        The Executive Vice-President, Secretary, and Treasurer shall each be elected for a term of two years.  The Executive Vice-President and the Treasurer shall be elected in odd numbered years, and the Secretary shall be elected in even numbered years.

                        The Executive Vice-President cannot serve two successive terms.

                        District Directors shall serve for a three-year term, with no more than two terms ending at the same time.  District Directors cannot serve two successive terms.

                        In the event that a District Director is not fulfilling the duties of his/her term, the President shall appoint a member to fulfill the duties for the remainder of the term of office.

 Section 3.       The Executive Board shall consist of the Officers and the most recent Past President.  The Board, representing the members, shall determine the policies and supervise the affairs of this organization.  The Executive Board shall approve the President’s recommendations for all Standing Committees and their chairs. 

 Section 4.        The President shall be chair of the Executive Board, shall appoint all special committees as authorized by the organization, shall preside at all meetings of GCCTM, and shall direct its policies and activities. The President or his/her designee shall create and publish a membership brochure each summer for use during the following school year.  The brochure shall contain information about GCCTM and membership form(s).

                        The President-Elect or Past President shall serve as Chair of the Constitutional Revision Committee composed of District Directors or their designees.

                        The Executive Vice-President shall assume the duties of the President in the absence of the President, shall coordinate the activities of District Directors and the Standing Committees, and serve as the Chair of the Committee on Nominations and Elections.

                       The Secretary shall keep minutes of all meetings of GCCTM and of the Executive Board.  Additionally, s/he shall maintain an up to date mailing list of all area schools.

                        The Treasurer shall receive and disburse funds of the organization upon the membership.  S/he shall issue membership cards upon receipt of dues, and may publish a membership list.

                        Each District Director shall be fully responsible for the development and implementation of at least one meeting each year.  S/he may, upon request of the Executive Vice-President, appoint one member from his/her district to serve on the Committee on Nominations and Elections.  The name of this representative is to be submitted in a timely manner.  Each Director may  nominate members from her/his district to serve on committees as requested

 Section 5.        If a vacancy occurs in the office of President-Elect, the Executive Board shall determine how  the vacancy will be filled.  A vacancy in any other office shall be filled by presidential appointment for the unexpired term.

 Article V          Elections

Section 1.        The Committee on Nominations and Elections (Vice President is the chair of this committee) shall prepare the ballot for officers to be elected.  Same shall conduct the election.  New officers shall assume their duties during the last meeting of the school year.

 Section 2.        All officers shall be elected by the total membership.  All elections shall be determined by a simple majority of the votes cast for the office.

 Article VI         Standing Committees

Section 1.         A Membership Committee may plan and carry out a Membership Drive in coordination with the Treasurer.  It shall conduct continuing activities to increase and vitalize GCCTM Membership in coordination with the Board.

 Section 2.        Publication Committee shall publish a GCCTM Newsletter frequently during the school year.

 Section 3.        A Presidential appointee will maintain an organized record of the activities of GCCTM and its members and will maintain the library of GCCTM Records and Journals. The Membership Committee will maintain a list of retired members that are Honorary Members.

  Section 4.       The Executive Board shall investigate and suggest the establishment of needed long-range programs for particular interest areas in mathematics-education.  Among others, these might include Junior College Teachers, Elementary Teachers, and Students.

 Article VII        Dissolution

                        In the event of dissolution of this organization, the remaining assets shall be turned over to Ohio Council of Teachers of Mathematics or National Council of Teachers of Mathematics if the Ohio Council no longer exists.

Article VIII      Amendment

                        This Constitution may be amended by a three-fourths majority of the members present at a regular meeting, or by a three-fourths majority of the ballots cast in vote by mail.

 BY-LAWS

            I.        Dues

                        The Dues shall be $8.00 per member per year for a membership year, or $37.00 for five membership years, or $66.00 for ten membership years.  All former members who have retired from teaching shall be made Honorary Members upon their request.  Dues may be altered by a two-thirds majority vote of the membership present at any regular meeting.

                        Pre-service teachers may join for $2.00 per membership year, upon completion of the proper form with supervisor verification of pre-service status.

            II.        Meetings

                        There shall be at least five regular meetings during the school year.  The business of this organization may be transacted at each meeting.  The order of business shall be:

        III.     Districts

                        The districts shall be: Central, East, Northeast, South, West as defined as Central: Cleveland City Region; East: Beachwood, Bedford, Chagrin Falls, Maple Heights, Orange, Shaker Heights, Solon, Warrensville Heights, Summit County Schools; Northeast: Cleveland Heights/University Heights, East Cleveland, Eastlake, Euclid, Mayfield, Richmond Heights, South Euclid/Lyndhurst, West Geauga, Wickliffe, Willoughby Hills; South:  Brecksville, Brooklyn, Brunswick, Buckeye, Cuyahoga Heights, Garfield Heights, Highland, Independence, Medina, North Royalton, Parma, Strongsville, any Medina County schools;  West:  Avon, Avon Lake, Bay Village, Berea, Columbia Station, Fairview Park, Lakewood, North Olmsted, North Ridgeville, Olmsted Falls, Rocky River, Westlake, Lorain County schools.  

                        The geographic region in which a member is employed determines the membership district.

     IV.     NCTM Delegate

                        GCCTM shall send a delegate to the Annual Meetings of the National Council of Teachers of Mathematics (NCTM) and shall pay his/her expenses, not to exceed $750.00.

       V.      NCTM Representative

                        The President shall appoint an NCTM Representative for a three-year term.

       VI.     Affiliations

                        GCCTM shall maintain its affiliation with the National Council of Teachers of Mathematics and the Ohio Council of Teachers of Mathematics.

       VII.    Parliamentary Authority

                        Robert’s Rules of Order shall be the guide in all questions of parliamentary procedure, which are not covered by this document.

       VIII.   Amendment

                        The By-Laws may be amended by a two-thirds majority of the members present at a regular meeting, or by a two-thirds majority of the ballots cast in vote by mail.
